GitHub Copilot is moving to upfront seat billing, lifetime chat retention, and deeper default code reviews as it leans hard into enterprise controls.
GitHub outlined stricter billing and governance: upfront payment for Business/Enterprise seats, a switch to lifetime retention for Copilot Chat after the chat experiences merge, and the default code review mode changing to Balanced, which uses more tokens (DevOps.com, daily.dev).
